OOC: Nobody can legally purchase a weapon without showing Identification to the shopkeeper, any vendor who doesn't abide by this rule will be executed so expect them to be pretty strict about who they sell to.

They aren't exactly ID cards, just enough details showing where you were born, your current occupation and your place of residence, and your name of course.
Anyone rich enough would probably have documentation like that already, a form of birth certificate or whatever, deeds to their current house or some such. Those without papers can purchase false ones from the black market, or more specifically from Morgaan's Temple. You could also forge your own if you had the correct skills.
